As with other Head Start competitions, the focus is not only on classroom or child care services, but also on a full set of family and community supports that align with Head Start and Early Head Start performance expectations for early learning, health, mental health, nutrition, family engagement, and related comprehensive services. This funding opportunity announcement (FOA) was modified, and the application due date was changed from what was originally posted. In addition, updates were made to Sections III.2 and IV.2 of the FOA, and the Grants.gov electronic application package was revised. Applicants are required to re-download the updated Grant Application Package from Grants.gov and submit their application using that revised package. Eligibility depends on whether an applicant is pursuing Head Start, Early Head Start, or both, and the FOA emphasizes that these eligibility rules are different. For applicants seeking Head Start only, or a combined Head Start and Early Head Start award, eligibility is limited to local public or private non-profit agencies (including community-based and faith-based organizations) or local for-profit agencies, consistent with Section 641(a)(1) of the Head Start Act (42 U.S.C. 9836(a)(1)). These applicants must be located in the service area and must be able to provide Head Start services to children and families living in that service area. They also must demonstrate that they meet the statutory requirements to be designated as a Head Start and/or Early Head Start agency under the Head Start Act.
For applicants seeking Early Head Start only, eligibility is broader under Section 645A(d) of the Head Start Act (42 U.S.C. 9840A(d)). Public or private non-profit organizations (including faith-based and community-based organizations) and for-profit organizations may apply, as long as they can provide Early Head Start services to children and families residing in the service area. Organizations that already operate Head Start programs are explicitly allowed to apply to operate Early Head Start as well. Faith-based organizations are eligible and are encouraged to review ACF guidance on grants to faith-based organizations (referenced in the FOA at http://www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations) to understand applicable federal requirements.
The FOA also clearly states who cannot apply. Individuals, including sole proprietorships, are not eligible. Foreign entities are also not eligible. Applications submitted by ineligible parties will be disqualified from competitive review and cannot receive funding under this announcement.
