The core program objective is to support projects where at least 50 percent of the direct beneficiaries are refugees, internally displaced persons (IDPs), or returned refugees. PRM also signals particular interest in proposals that prevent or resolve statelessness, as well as projects that strengthen equal access to protection and services for LGBTQI refugees and stateless persons. Proposals that also generate benefits for host communities, alongside populations of concern, can receive favorable consideration, reflecting an interest in reducing social tension and improving community-level inclusion and resilience.

In terms of funding and timing, the total amount available is USD 25,000, and the competition anticipates making a single award. The expected performance period is between 6 and 12 months, with projects required to be completed in 12 months or less. The anticipated start date is July 2022, and the award is issued as a grant. As with many federal opportunities, the notice notes that awards depend on the availability of funds, and submitting a proposal does not guarantee an award or reimbursement for proposal preparation costs.

Eligibility is limited primarily to not-for-profit entities such as civil society organizations, NGOs (international or local), community-based organizations, faith-based organizations, and think tanks. While a range of nonprofit applicants can apply, local Ukrainian NGOs are explicitly prioritized. To be eligible for an award, organizations must have a unique entity identifier (a DUNS number, as referenced in the notice), a NATO Commercial and Government Entity (NCAGE) code, and an active registration in the System for Award Management (SAM.gov). The opportunity also notes that applicants must not be listed on the Excluded Parties List System within SAM (debarment/suspension-related restrictions). The registration steps are described as free of charge, but they can take time and must be kept current (SAM registration requires annual renewal).

Applications were accepted beginning January 10, 2022, and were due by January 31, 2022. Submissions had to be sent by email to KyivPRMTaftGrant@state.gov with the subject line "FY 2022 Julia Taft Refugee Fund." The embassy states it will respond to questions via that email address, but it does not offer pre-consultations on items already addressed in the announcement, and it will not discuss proposals with applicants after submission until the review process is complete.

The application package is fairly structured and has strict formatting expectations: submissions must be in English, budgets must be in U.S. dollars, pages must be numbered, and the proposal must clearly align with the fund goals. Required forms include SF-424, SF-424A, and SF-424B (standard U.S. government assistance forms). The notice indicates Embassy Kyiv can assist with these forms if the application is selected, but they are still listed as mandatory components of the submission.

The narrative proposal itself is capped at 7 pages and must present a complete, easy-to-understand plan. It needs to include a concise program summary, an organizational background demonstrating capability (including any prior Embassy Kyiv or other U.S. government funding), a well-supported problem statement, clearly defined goals and measurable objectives, and a detailed description of activities and methods (with a logic model included when appropriate). Applicants must also provide a schedule/timeline with dates and locations, identify key personnel and their time allocation, and include a monitoring and evaluation plan with indicators that can show progress and results during the grant. A sustainability section is also required, describing how benefits will continue after the grant ends or what resources could support continuation.

Budget materials must include both the SF-424A and a separate, detailed budget justification narrative that explains each cost item and shows that the budget is reasonable, realistic, and tied directly to activities and outcomes. Applicants also need to include attachments: one-page CVs/resumes for key personnel, letters of support from partners that clarify roles and responsibilities, and any official permission letters required to carry out proposed activities.

Proposals are reviewed by an Embassy Kyiv grants review committee using six main criteria. Reviewers look for (1) a strong, feasible program idea with clear operational detail and a workable timeline, (2) organizational capacity and relevant experience working with vulnerable groups and development-oriented programming, (3) solid planning with goals/objectives that are clear and likely to produce meaningful impact, (4) a well-justified and cost-appropriate budget, (5) a monitoring and evaluation approach with specific and measurable indicators, and (6) sustainability, meaning the project should continue to have positive effects after the grant period ends.

If selected, the award is formally issued and administered by the Embassy Kyiv Grants Officer, and recipients may only begin spending grant funds on or after the official start date on the signed award document. The U.S. government reserves the right to reject any or all proposals, and it does not promise future or additional funding beyond the initial award. Payments are expected to be made in at least two installments as needed to implement the project. Recipients must comply with applicable federal rules and Department of State standard terms, including 2 CFR 200 and related requirements, branding/marking rules (including U.S. flag branding where required), and post-award reporting obligations. Financial and program reports are required on a schedule specified in the award, and recipients are expected to meet federal integrity and performance reporting conditions referenced in 2 CFR 200 Appendix XII.
